Assistant Administrator-Engineer The East Orange Water Commission (EOWC) is seeking a dynamic, energetic Assistant Administrator/Engineer who enjoys working in a diverse, fast paced environment. With headquarters in East Orange New Jersey, EOWC is a municipal utility operation involved in water collection, treatment and distribution, wastewater collection and distribution and storm water management. The EOWC serves approximately 70,000 residents in East Orange and 25,000 residents in South Orange New Jersey with approximately 14,000 water connections. The Assistant Administrator/Engineer oversees a diverse team of in-house staff and consultants responsible for operations and maintenance of existing facilities and systems, design and construction of new facilities, and implementation of future capital projects. Under the direction of the EOWC Commissioners and the EOWC Executive Director, the candidate will be accountable for providing professional engineering, planning, direction and coordination of capital projects, writing operational work procedures and developing group training plans. The position will be responsible for evaluating process performance data and alternatives, determining process treatment requirements; organizing and executing detailed engineering design and technical support during construction, commissioning, and initial operation of large and complex capital investment projects addressing water supply, water and wastewater treatment, storage and pumping facilities, and buried infrastructure; supervising internal technical resources and external consulting firms on assigned projects; and representing the EOWC in client relations, regulatory negotiations, environmental regulatory proceedings, and professional conferences. Candidate will work on a variety of wetland, water and waste water related projects, dealing with state and local governments. A working knowledge of GIS and CADD systems is a plus.The ideal candidate will be an experienced professional in water, wastewater and storm water with strong people management and consensus building skills, creativity, extensive energy, and the ability to work within EOWC’s mission; facilitate communication; identify emerging opportunities; develop regional plans; secure funding; implement programs; build projects; operate and maintain facilities with a minimum ten years professional experience and 5 years in a management capacity. A Bachelor’s degree in civil engineering or closely related field is preferred, but EOWC will consider those with strong work experience in the industry. The candidate will be required to hold a current New Jersey Water Treatment, W-3, T-2 and or a C-4 License. Generous benefits include salary commensurate with experience, benefits, and pension.
